In most cases, the governments of these countries are able to do this work themselves. But there could be disasters which overwhelm the local capacity and they can ask for assistance. So it works both ways depending on the relationship with the government and the scale of the disaster itself. The World Food Program is investing heavily to better integrate machine learning algorithms into its workflow.
