The National Health Service in the UK announced in October that they are considering prescriptions for e-cigarettes. This type of policy would thread the needle and discourage teen use while also allowing people who smoke to use e-cigarettes to quit smoking. But this might work in the United Kingdom, but it could be tricky in the United States.
