Is the US a Systematic or Institutional Dictatorship?

There are mentions of floods in Indian scriptures. Is it true that Mr Gandhi wanted to dissolve the Congress? Jay Reddy says, what can the rapid dragon missile launching system be used for our missiles and is it effective. Can it be integrated with high altitude balloons? I am not aware of this rapid dragon missile launches system. Haven't heard of it.
