The Four Conditions for Peaceful Crowds to Be Conflictual
Research has shown that there are four conditions for peaceful crowds to become conflictual including violent. The first condition is that the crowd and those managing the crowd, the police, have different understandings of appropriate conduct. Then there's the second condition which relates to a power difference. This manifested in the way the police responded to what they saw as disorder in the crowd by sending horses and riot officers into the crowd. Now if you put these elements together conflict was not only normative now it was also possible because the crowd was empowered.
