The Articles of Perpetual Peace
In the late eighteenth century, 17 nineties, all the states he was talking about had been acquired through conquest or exchange. He's leaving room for us to acknowledge that s came out of in a lot of cases, warlike settings. Now these are three definite articles for peace between states. And here he really clarifies that what he means by peace can only come through legislation.
