The issue is whether either state or federal courts can try an instrumentality of a foreign government for criminal offense. Hulk Banks' attorney said the world has been around for like 7,000 years and no country has ever tried another country. But hasn't the U.S. sued foreign owned corporations? In the half there have been several proceedings, but there haven't been many.
