U-Layers had nothing to do with the election win, says Rhea. It was very much party politics all the way and I think the split vote is the reason. The Tories immediately said it was all about U-Layers because what they want to do is put Zadik Khan, who is Labour,. They kind of want to make it look like Labour infighting. And in fact, little known fact, but it was actually Grant Shaps that made expanding U-layers part of the TFL financial deal. So they said they had to. They said they had been told by Boris Johnson he would have to expand them anyway. Since then, it all went wrong
