How Can Nationalization Fight Climate Change?

There's an interesting dichotomy where freight railroads and Amtrak runs on the tracks that the freight railroad companies own which is a whole other problem. How can nationalization though how can that fight climate change? You know ideally you do want to shift and say for travel for individual travel. They're much more emissions efficient than planes. And then railroads to some degree can be electrified like really yards the equipment and really yards can really be electrified and trains themselves.
