In scotland, parliaments met for a much shorter period. And to a degree, that made it easier for the king to control the agende. He could bring suf forward at the last minute, as m ps could not. The tradition in scotland was not for debate. Proposals were simply voted on. It had become accepted in england that statute law required parliamentary approval and royal assent.
