Greece's railway system was basically not capable of defending itself against vandalism and theft on a truly large scale. In South Africa, the electricity infrastructure there is made much more fragile as a result of pilfering and theft that goes on. So I think, yes, there is a way in which these sorts of systemic industries are dependent on partnerships on networks of interconnection. But certainly if the public side is being systematically starved of resources, which is the case in Greece, then the whole system will become more fragile.
