The government set up a four billion dollar emergency relief fund three years ago with the promise to spend 200 million dollars a year on mitigation and relief measures. Since then, despite earning in that period almost a billion dollars in interest, since then, nothing has been spent. So the money's just sitting there. Scot morrison said he didn't have the powers. He had to wait on the states. And then he made a big noise about giving himself the power to declare a national emergency.
