Is There a Difference Between Youtube and Google Plus?

Google made a very controversial decision to tie together youtube and google plus accounts that people absolutely hated. The intigration effort required utube users to use a google plus account to leave comments. And because of gogl's policies whith names on accounts, this meant people, more often than not, had to post under their actual names. It also prompted owners of youtube channels to change their handle to their true name.
