Ras Sanjani tried to focus on attracting foreign investment, privatization of state enterprises. Article 44 of the Constitution explicitly stated that all major industries and natural monopolies had to be actually nationalized. This was an attempt to try and circumvent that by pursuing policies of kind of privatization. It's also in this period that we see the huge, huge, huge warmite mobilization in the form of the revolutionary guards in the war effort with Iraq.
