Pandemic has made it all the more visible that very often if there is no political utility, the Indian state isn't necessarily going to do a lot. The initial lockdown in India was among the strictest in the world. But I don't think at this moment, things have reverted back to how they were. In India, things somehow have a way of reverting back to normal after a period of shock.
