Daniel shows Cyrus a letter written to him by name by the prophet Isaiah in the writings of Isaiah well before this time. He basically says to Cyrus, you will say to my people, go rebuild my temple. And Cyrus is the one who writes the decree that sends Jews back to Jerusalem to rebuild the temple of Solomon and ultimately the wall around the city.
