The Blackmail of Harry Truman
How Hoover stayed in power for so long under such different administrations was their blackmail. Is that the sort of thing that will ever be known? There's a lot we'll never know. And one is that when Truman became president, Hoover very quickly started giving him information on his staff and opponents.
