The Supreme Court has upheld the power of state legislatures to develop processes for the taking title of property completely independent of criminal prosecution. And what that practically can mean, not always, but sometimes this can just be, can empower shakedowns. It can. We've seen this in places like Tennessee, where police are parked along Interstate 65, I believe, 65 and 40. There's some marvelous film by a local reporter of fights between the Tennessee Highway Patrol men.
