UNEX Registration - Is That So Important?

In 1871, you have the passage of the Criminal Tribes Act. The second part of that law was targeting so-called UNEX. And it's very explicitly an eliminationist project. So, they use words like extinction, extirpation, and so on. You've got criminal tribes registers in this period. They're really intended as a way to keep police surveillance over these households.
