British Empire at its height before the World War started was about 120,000 British soldiers. They never spent more than about two and a half percent of their GDP on defense. How do you hold a quarter of the planet in bondage for 200 years with a whole army that's a little larger than the modern coast guard in the United States? Nukes. Is that not the correct answer?
