Probably Not in Russia, but in Venezuela?
Venezuelan oil industries devastated. They wouldn't be able to increase output by more than 200 thousand barrelsii, maybe like two. But i'm thinking that the government's thinking about approaching venesuela might be more like a milliumor lontern play. It will require a lot of investment and it will take maybe one, two or three years to get there.
