What Does Democracy Mean?

i'm not sure what a democratic so really looks like, i tend to think. Democracy historically means the rule of the many and some form of popular sovereignty. But if democracy just means majority rule then it can mean a situation in which a majority decide to violently oppress or even genesidely murder a minority. So the whole question, what do we even mean byit, and how much do we want is is really complicated.
