The Importance of Humanitarian Dialogue in the Security Council
There was no way that the Security Council was going to do anything meaningful on the political and military situation in Syria, as long as Russia was directly involved. So what was the one area that everyone could agree should at least be talked about? In part because it is perceived as more neutral, that was the humanitarian space. And yeah, it's just a reflection of the underlying, I think, failure of politics,. That then the humanitarian work is put out front as the one thing that can't actually be discussed.
