Will the Committee Make a Criminal Referral?
There's no general statutory mechanism for making a so-called criminal. No, I tell people all the time it's not needed. It's not necessary, which is why the issue is interesting to me. There has been some difference of opinion among members of the committee. And there is a very specific statute that allows Congress to refer to Steve Bannon.
