There are 800 destroyed buildings in Kyiv, says David Frum. "It's designed to make it to where the people of Kyiv don't sleep at night," he says. There is no military target that seems to be the actual purpose of these strikes; they just inflict random damage and terror. The attacks were like London Post Blitz when Hitler was unleashing V-1s and V-2s: Frum.
