Is God Limited in His Power?

The argument, eventually they want to come to God's omnipotence, right? That is will has to be efficacious. So if he wills the salvation of all men, then all men must be saved. And that seems, it seems to me at least, that's where the mistake comes and how that passage is read. I don't know what you guys think.
