The Role of Domestic Politics in Counter-Terrorism

The NSC is the President plus the principles. Sometimes an issue can go up and down the level of sort of chain of command before you ever get to a decision. The one thing I will say is that domestic politics never came into it. They're never once in all those thousand or so meetings. It just flat was not in the room.
