The Turakahat of Tawaf Is in Front of You.

In the hambali madhab you are allowed to pray the turakahat of tawaf at any time of the day and night. This is because they reason their ill-leather logic is that the kabah is in front of you. And so there should be no reason to prevent a salah for the tawaf. They based this on a hadith in tirmidi that the Prophet sallam said, oh children of abdi manaf... Do not stop anybody from coming and doing tawaf ... i.e. the kaba should be open 24 hours a day.
