The Rise of the Waiting List for COVID
There were around 2 million on the waiting list between 2008 and 2012. By December 2019, just before the pandemic, it was over 4.5 million. Demand has increased in last couple of years but still isn't as high as pre-pandemic. I asked Max from the IFS why this is. There's a number of reasons why the number joining the waiting list during the worst of the pandemic was substantially lower.
