The bar is set so high that it must be extremely difficult for, let's say, a on off offence, ever to be brought to justice. In scotland you can apply something called murov's doctrine, which is where each independent victim corroborates the evidence of the other. But again, we know that when you're talking of historic offences, around 70 to 80 % of that happens in an intra familial setting,. which is in the home. Is oftenby family member or somebody connected to the family. And there's only one victim, and they don't report to the police until years after the fact. And that is extremely difficult to prosecute.
