There is a connection between material poverty and spiritual neediness. Those people who are actually materially poor are able to see their dependence upon god's goodness towards them. This may be quoting in part, or alluding in part, to isaiah chapter 66,. The next beatitude is those who mourn that they will become i. And the contrast with this is in the scribes and the pharisees' swearing by the temple and the altar.
