Medicare Versus Non-Medicare Patients

It's hard to do a clean experiment where you separate Medicare versus non-Medicare patients and and and see who gets higher quality care but there are two things that Medicare did that most scholars recognize had a negative impact on quality of care. Congress prohibited Medicare from trying to improve quality when in 1965 they said they said we're creating all these subsidies but the federal government can't do anything to try to make sure that the quality of care is better.
