Administrators will continue to heap too much on to their plates. Treating every one as if they need constant baby sitting chips away at morale until it's non existent. Here are some ways you can make teachers feel like trusted professionals. If you require teachers to submit lesson plans, stop. You may have a handful of teachers who could benefit from the structure and accountability but making every one do it is a waste of time. And i'd bet money that most of these plans are never even read.
