For the hobbits, you imagine the hobbits to have sort of local accents of the countryside. Tolkien based Hobbiton orbased the Shire on the place where he grew up. He imagines these kind of gentle countryside with gentle rural folk. And in Warickshire, people do speak with a sort of a mixture of a Midlands accent and a West Country accent.
