Compliments and substitutes are typically broader terms, more category terms that aren't as related. As of right now there's a slight glitch with an ad console where you'll see different performance in the targeting tab. At the end of the day though like Amazon's not lying about your data. They are real orders. But they're orders that probably would have came in anyways organically and you didn't necessarily need that ad.
