Theory of change was that what schools and educators need is more top down governance, says Julian Zelizer. Reforms like test-based accountability put too much pressure on teachers, he argues. This has led to a narrowing of the curriculum in some low income schools, writes Zelizer. It's also made it an unattractive profession for many people, he adds.
