The Emergence of the Human Capital Idea

When did the idea of education as skill preparation and increase economic well-being begin to take hold? It's important to note that those ideas were there in the United States starting in about the late 1800s. The term starts to be popularized by Chicago school economists beginning in the 1950s, especially Gary Becker and Theodore Schultz.
