The Dangers of Proactive and Reactive Engagement

In the Scottish case, Synik Wipferson played a pretty prominent role too. In some ways, I think actually there's more of a legacy of anger around that partly because we might be coming round to this again. There is some disquiet about that and yet at the same time, I keep coming back in my mind to the question, is this partisan or is this a putting of evidence-based advice into the public domain?
