The reason zero COVID ended in its current form on December 7th had a lot to do with the fact that it just became unsustainable. The government realized if they tried, if they suddenly ramped things up, the economy was absolutely going to crater. But I think a lot of the frustrations that people had were extremely local. It was being administered at the very, very local level and often even your local residence committee in which you lived.
