Is There a State of Nature?
He thinks that whenever there's no overarching authority between two people, then they'ret state of war. And he says, that's the way it is for the sovereigns of all the various countries. As soon as one of the kings gets rascally and breaks the well, ok, you're still in a state of cold war. I conflict could break out at minute, as long as there's not some third party, the giant u n of the mediaeval world, ready to hum down and wail on you.
