When i showed igi in competitive obedience, she knew that her payout for doing long sequences of behavior without being fed was bacon. There are just some dogs for whom lower value is going to be helpful for you. And then there are other dogs that it's got to be high value or it's not worth their time. So yes, absolutely, i would use high value reinforces in training if that's what i thought the work needed to be paid for with the specific dog.
