Hashtags are not a great place to faultlessly promote, but they're a good place to hang out. You can have conversations with the people at the very top of that list and then make an assessment on them. For example, if i'm just feeling generous and i want to stroke the egos of some brand new beginner landscape photographers, i can go to hashtag landscape photography  and look at some stuff that i think is somebody at the beginning of their photography journey.
