Are Low Skilled Workers Living in High Pollution Areas?

Researchers used data from 18 17, before coal smoke was a main of fuel for industrialization. They found that the wind direction where coal smoke would blow to doesn't have an effect on pollution levels. In 18 81, we see a pronounced pattern where there's a much higher share of low skilled workers on the east side of the city. The idea is that children who grow up in polluted areas suffer negative effects that lead to worse outcomes in education, health and income.
