Oter's Locket - Is That Really What You Need to Cast Moonbeam?

My rolls have been terrible today. It's just a little boy in his dumb otter not knowing how to use magic. My pulls out his locket and he begins casting with it. And he looks at you and kind of points at your amulet points at the tree. I still don't understand it. You try to talk, but it's just like bubbles are coming out of your mouth. Like gurgling sound. Or we under water. Well, as an otter, I should be able to talk underwater. So they instead are like just pointing at his lockets and pointing at you.
