Is It Really Easy to Find Policies That Are Full of Kindness?

In the real world, do you think it's really easy to find policies that are full of kindness? Or is it like a very hard optimization problem? I mean, there is kind of two optimizations happening for humans, right? So for humans, there's kind of the very long term optimization which evolution has done for us and we're kind of predisposed to like certain things. It seems like somehow humans evolved in general to prefer to get along but at the same time also to be very territorial and kind of centric to their own tribe.
