Social and economic conditions of the nation are such that they confine economic and political participation to a small fraction of the population. In india, people are aspirational. People's incomes are increasing. Everybody can polipol participate politically. But you do have the marginalization of the minority by a very small minority. So so the first precondition of economic backwardness is satisfied in china, but not in india. It's also satisfied in pakistan. The second precondition is political independence. Ta the nation needs to be politicall independent.
