There's no question in my mind that russia was violating the treaty. They were testing a system at rangers that were prohibited by the treaty. The failure of the united states is that they never found a way to resolve that. Most people, i think, would see the bus pulling the plug as being a gift to puton caus ow it left him off the hook.
