There was a perception, which was probably accurate, that like cod review was a bottle neck for a lot of teams. And then you say, well, how wood managers possibly know that? You might come up with the answer, we should build a tool that makes a dashboard of how long cod reviews are taken by team. But it's hard to build a tool like that without freaking out the engineers and making them start gaming.
