The West trying to do it kind of stuff happens top down central planning and not emerging, which is what you're describing. The externalities of eliminating parking minimums leads to a design landscape for the architect or the person constructing where they are likely to include goods and services around that design landscape. And then Houston is basically a giant parking lot with all this wealth being fostered in an area that was like 75 years ago versus what they look like now. It's just disgusting.
