Transitioning to a Paris Agreement Framework

This chapter explores the challenges faced by host countries in transitioning from a pre-Paris agreement Kyoto framework to a Paris agreement framework. It discusses the difficulties in collecting and harmonizing data on greenhouse gas emissions, as well as the confusion surrounding corresponding adjustment and its cost. The chapter also highlights the need for robust voluntary markets and the skepticism towards mitigation contribution claims.
