The Differences Between Plan C and Plan D

A plan C was just a big health care replacement bill, right? It's been in, I would say I would give them credit. It became the main plan. The only difference between plan B and plan C was delay. Plan D means you don't want to arrive around that much opposition. And there was just no process behind plan D.
